Survived by his wife, Peggy; his parents, Aubrey and Daisy Bailey of Decatur, GA; brothers, Richard (Sharon) of Batavia, Leonard (Petra) Switzerland and Michael of Atlanta, GA; sisters, Gwendolyn (Eric Morris), Debra, Darlene (Troy), all of Rochester and Denise Bailey of Atlanta, GA; mother-in-law, Rose Campbell; a host of other relatives and friends.
Kelvin was a dedicated employee of the NYS Department of Transportation for 29 years.
Interment, Zion Springs Cemetery, Bruce, MS.
A Memorial Tree was planted for Kelvin
